Description
If there are no interner connection an authorization window will be opened.
Expected result:
No authorization window if no internet.
Actual result:
Blank authorization window.

Drop your internet connection.
Restart LC.

Please provide a way to reproduce without dropping connection.
That sucks. I don't want to be left without internet connection at all just because of debugging this.
We need to find a tool to drop arbitrary selected connections.
You are smart, I am a user.
That won't affect already established connections and resolving for already running apps.
Break your DNS.
Restart LC.
It works.

Can't reproduce, but I see a control flow path that may be the issue.
