For example I want to switch between View and HTML pages via F4 (as in all my IDEs). And I think, that link inserting is a very popular operation and it needs shortcut too (including when I want to insert link with selected text as a name).

Should shortcuts be configured via LHTR settings or via embedding plugin settings?

I would rather leave this to embedding plugins, exposing the shortcuts via ITextEditor API.
Ok. I think this is more leechcraft-way than via LHTR settings.
